Cheap torque wrenches are perfectly adequate at repeatability even if your example turns out not to be so great at accuracy. What they do need to be is all the same for a given value, whatever that ends up to be, across all the bolts performing a particular job. In all fairness, even within the realm of internal engine components, your torque values do not have to be that precise. If yours is way off you can just monkey with it until it's right. The Harbor Freight ones have user adjustable calibration if you're willing to take the end cap off and understand how to check its calibration. There are tons of videos on how to do this online. You just need a vise and a known amount of weight. It's incredibly easy to check the calibration of a torque wrench at home.

It's also been fine, although it's considerably more annoying to adjust than the Husky. I also have the Harbor Freight one in 1/4" (the OG one, not "Icon" or whatever their premium line is). I have the Husky wrenches for 3/8" and 1/2" drive and they've been fine.
